JEFFERSON CITY, Mo. -- If civil discourse had found its way in America in the mid 1800s, there might have been a way to redress the injustice of slavery and avoid the sacrifice of 650,000 soldiers' lives, Father Michael Witt told a gathering of Catholics on public policy issues.
