Gov. Nixon allows abortion bill to become law; signs other life legislation

Two bills banning late-term abortions after 20 weeks have become law in Missouri. The new law provides an exception for specific situations, including when the mother is at risk of substantial and irreversible physical impairment of a major bodily function. Gov. Jay Nixon has exercised a provision in the Missouri Constitution, which gives the governor the option of taking no action on legislation. The bill then becomes law, as if the governor had signed it. This is the second time Nixon has exercised this provision with pro-life legislation.
